A free offline browser tool that runs the six-step Recettes Propres calculation for Cameroonian health facilities and triangulates the result six ways.

Every Category 3 to 5 health facility in Cameroon distributes its Recettes Propres through a precise six-step formula set by Decree 2016/6447/PM and the General Public Accounting Regulations. In practice the vast majority of facility accountants and registrars do all of it manually, on paper, with a calculator. This tool does the arithmetic and, more usefully, checks itself.

What it does

The six-step formula, computed

Enter a revenue figure and the whole distribution runs at once: Cost Recovery extracted first, the remainder split 30/70 between Quotes-Parts and Recette Affectée, with 10% of each going to the Solidarity Fund.

Decade-aware Treasury figures

The expected Net Recette Affectée for each decade is calculated from the actual revenues of those ten days, not the monthly total divided by three. That division is the single most common error in manual registers.

Twelve service registers

One tab per revenue line, recording the daily summary: total amount, number of patients, and receipt number range.

A Cash Journal that matches the desk

The Journal de Caisse mirrors how the registrar already works, so the tool fits the existing routine instead of asking for a new one.

Six-way triangulation

Registers against cash journal, calculated RA against Treasury deposits, calculated QP against the amount distributed, Solidarity Fund against the BISEC deposit, pharmacy CR against the pharmacy account, and available CR against expenditures. Every discrepancy is flagged with the exact amount and an explanation.

Self-audit before the auditor

The triangulation replicates what an IGF inspector does by hand during an inspection. It runs in seconds, which means a facility can find its own discrepancies before the inspection team arrives.

How to use it

  1. Double-click the HTML file. It opens in any browser. No installation, no server, no internet connection.

  2. Record each day in the Registers module: total amount, number of patients, receipt number range, one tab per service.

  3. Use the Cash Journal as the registrar normally would; the six-step calculation updates as you enter figures.

  4. Check the Treasury module for the Net RA expected at each decade deposit.

  5. Run the triangulation before the monthly report goes to the Regional Delegation, and again before an audit.
